CONSTITUTION OF THE
GLASGOW LIFE SAVING AND FIRST AID JUNIOR CREW

 

ARTICLE I

NAME

1. The name of the organization shall be: Glasgow Life Saving and First Aid Junior Crew.


ARTICLE II

OBJECTIVE

1.    To have a good working relationship with the senior squad.

2.    To give assistance to the senior squad in all types of calls and activities.

3.    To have it’s members prepare themselves through training sessions, seminars, regular drills, and answering calls to become senior members.


ARTICLE III

MEMBERSHIP

1.    New Member Requirements

A.    Applicant must be at least 15 years of age.

B.    Applicant must complete an application form and submit it to Junior member for sponsorship.

C.    Applicant will be brought before the Junior Crew at the regularly scheduled business meeting and turned over to the Junior Advisors who will screen the application as to being accepted or denied.

D.    Applicant must live in the area at least six (6) months before being brought up for membership.

2.    Trainee Requirements

A.    A trainee will serve a six (6) month probationary period.

B.    Trainee must have current CPR certification.

C.    Trainee must complete the training manual.

D.    Any Junior member who does not meet the training requirements will be automatically dropped from the roll after six (6) months and notified in writing.

E.    If no classes are held, the Junior Advisors may grant an extension of six (6) additional months.

F.    The trainee may not have any vote in business meetings or hold any office.

G.    The trainee will attend all monthly meetings cleanup, and training meetings.

H.    The trainee may not go to the scene of a call, unless accompanied by a senior member.

3.    Membership Requirements

A.    The trainee’s application must have a 2/3 majority vote of the Junior members present and have the approval of the Junior Advisors before the application can be recommended before the Senior Crew for approval.

B.    Members must maintain the required certification:

1.    Advanced First Aid, or Emergency Medical Technician 
2.    CPR
3.    Each Junior Member must attend 2/3 of regular Junior meetings held monthly, Junior training meetings, also held monthly, and Senior crew training meetings.  (3rd Tuesday every month).  This attendance will be subject to quarterly review and is to be maintained by the Junior Advisors.  Any member not meeting these requirements will be handled by the Junior Advisors.

4. Equipment Provided to Membership

A.    A crew hat with "Junior Member" embossed or stitched on the front.

B.    A photo ID, that identifies the member as a Glasgow Life Saving and First Aid Crew Junior Member.

C. A pager and a charger.

D. A lightweight jacket.

E.    A jumpsuit.

F.    A crew shirt with the Glasgow First Aid Crew logo.

 

ARTICLE IV

MEETINGS AND DRILLS

1.    Meetings

A.    Business meetings will be held the first Tuesday of each month at 6 pm. The President will be in charge of the Junior squad meeting/ A 2/3 majority of members present is required to conduct a business meeting. A copy of the minutes of the meeting will be given to the President.

B.    The agenda for the business meeting will include:

1.    Call to order and roll call.
2.    A word of prayer.
3.    Reading of the minutes from the last meeting.
4.    Treasurer’s report.
5.    Old business.
6.    New business.
7.    Adjournment.
8.    The agenda may be changed by the President.

C.    The training meeting shall be held monthly at a time determined by the Junior squad for the year.

D.    The agenda for the training meeting will include:

1.    Call to order and roll call.
2.    A word of prayer.
3.    Training session to be held by the Training Officer.
4.    Adjournment.

 

ARTICLE V

RESIGNATION/PROBATION/DISMISSAL

1.    Resignation

A.    Any Junior member desiring to resign from the Junior squad must advise the President in writing.

B.    Any resignation of a Junior member is automatically accepted.

C.    Any resigned member must return all issued squad clothing and equipment.

2.    Probation

A.    Any member violating the general rules and regulations shall be reported in writing to the Junior Advisors. If the Advisors deem any one (1) incident reported at any time as justified, automatic suspension for thirty (30) days from all squad activities will be instituted by the Junior Advisors. Any second offense justified as reported within a twelve (12) month period from the time of the first offense will result in an automatic dismissal from the Junior squad. The above must be brought before the Senior Executive Committee.

B.    A Junior member considered for probation shall be advised of the meeting and the charges against him/her before action will be taken.

C.    Any violations or probable suspension will be reported to the Senior Executive Committee.

 

ARTICLE VI

NOMINATION AND ELECTION OF JUNIOR OFFICERS

1.    Elections of the Junior squad will be on the first Sunday of January at 1 pm.

2.    A 2/3 of members on roll will constitute a quorum necessary to hold elections.

3.    All nominations will be from the floor. A second is required to support nomination.

4.    Voting will be by secret ballot. A majority of members present will elect.

5.    New officers will take office on February 1.

6.    The term of office will be for one (1) year.

 

ARTICLE VII

OFFICERS

1.    President     
President shall preside over all meetings. Shall see that all members are informed of special meetings. In charge of enforcement of the By-Laws and General Rules. In charge of enforcement of membership requirements.

2.    Vice-President 
The Vice-President shall preside in the absence of the President. Will serve as public relations officer.

3.    Secretary
The Secretary shall keep a written record of all minutes of the meetings and keep a permanent record of the Junior squad. Presides in the absence of the President and Vice-President. Will be responsible for all correspondence from the President. Shall keep a roll of members present at all meetings.

4.    Treasure
The Treasurer shall receive and deposit all monies designated for the squad. Shall disburse all monies to pay the bills incurred by the squad. Shall prepare monthly treasurer’s report of all receipts and expenses. Shall preside in the absence of the President, Vice-President, and Secretary.

5.    Chaplain 
The Chaplain shall open each meeting with a word of prayer. Shall be responsible for acknowledging sickness or death in the family of any Junior member or their immediate family. Shall be responsible for notifying the State Chaplain.

6.    Training Officer
The Training Officer shall set up all training sessions to be held monthly. Shall keep up to date records of each member’s training status.

 

ARTICLE VIII

COMMITTEES

1.    Standing committees shall be in the following areas:

A.    Membership 
Provide applications. Investigate the references of prospective members. Report to the crew on information gained on the applicant. Recruit members. Three (3) members.

B.    Ways and Means 
Develop ways to raise money for the squad. Organize and operate such events. Three (3) members

C.    Special Programs 
Any as needed committees that arises during the year. Three (3) members.

2.    The president shall serve on all committees. Also will appoint members to the committees.

ARTICLE IX

AWARDS

1.    Junior Member of the Year

A.    An award will be given each year to the Junior member who has contributed the most to the Junior squad in all areas. The member will be selected by the Juniors either before on the day of the Senior Member Banquet.

ARTICLE X

SENIOR MEMBERSHIP

1.    Any Junior member who reaches the age of 18 may petition to join the Senior squad. The member must have the following certifications:

A.    Emergency Medical Technician (EMT)

B.    Cardiopulmonary Resuscitation (CPR)

C.    Complete the training manual

2.    The Junior member will be voted on by secret ballot and if accepted, will become a Senior member. Member cannot be an attendant-in-charge until six (6) months of road experience.  Member will require EVOC certification within six (6) months period.

3.    If member does not have the sufficient training, he/she may be voted into the Senior squad as a trainee for six (6) months until he/she completes their training.

ARTICLE XI

 GENERAL RULES FOR JUNIOR SQUAD MEMBERS

1.    The Junior crew will give assistance to the Senior crew in most types of calls and all activities. The exception will be: Trauma calls, codes and cardiac related ALS calls, OB calls, Hazardous Materials (Haz-Mat) calls, vehicle accidents on the interstate, and any other call that has the potential for the risk of personal injury and/or death to the Junior member.

2.    Senior members will take priority in answering calls before Junior members. It will be to the discretion of the Senior member in charge of emergency calls as to whether a Junior member responding to the building for an emergency call will accompany the squad on a call.

3.    At all times, all Junior members are to conduct themselves in a proper manner, as to earn the respect of the general public, and the Senior squad.

4.    Each Junior member is to present him/herself in a neat and clean manner when answering calls or attending any squad activity.

5.    There will be no consumption of alcoholic beverages allowed in the squad building or at any squad activity by a Junior member. Any Junior member determining that another Junior member is intoxicated, shall report this to the Junior Advisors.

6.    There will be no drugs, use of drugs, or possession of drugs in the squad building, on it’s premises, or at any squad activity by a Junior member.

7.    The use of profanity by a Junior member will not be tolerated at any time.

8.    Non-members will not be allowed in the squad building except on business and as a guest of a Senior member.

9.    Junior members at any time are not allowed in the squad building by themselves. At no time will a Junior member be issued a building key.

10.    No calls are to be answered by a Junior member after 9 pm. on Sunday, Monday, Tuesday, Wednesday, and Thursday nights of school weeks. On weekends, Friday and Saturday nights, no night calls will be answered after 11 pm. During periods where there are no classes, no calls will be answered after 11 pm.

11.    After EMT certified the Junior Member may be placed on a night call schedule, with written permission from the Junior Member's parents and the Junior Advisors as deemed appropriate on non-school nights.

12.    No Junior member will allow squad activities to interfere with school work. The Junior member must maintain a passing average in all classes. If the Junior member’s grade average falls below passing, the Junior member will be suspended from all squad activities until he/she brings up his/her average. The Junior members will present the Junior Advisors his/her report card or a note from the guidance counselor for confirmation.

13.    All squad activities, especially squad calls, will be kept confidential. No junior member is to discuss or disclose any information concerning a call to any other person, other than the members responding to the same call.

14.    No Junior member is to loan out any of his/her squad equipment, such as hats, pagers, first aid kits, training cards, and identification cards to any other person for any reason.

15.    Junior members are not permitted to participate in boat rescue calls, except in inland rescues and during training sessions. The Junior member is, however, permitted to observe a boat rescue call, with a Senior member’s approval.

16.    All Junior members should attend all Senior meetings and training sessions, providing that school work does not interfere. It will be the Junior member’s responsibility to inform the Junior Advisors if a scheduling conflict arises.

17.    No Junior squad member will take charge of an emergency call at any time. All Juniors will act only under the direct orders from the Senior officer in charge of the call. No direct medical care will be administered by the Junior member unless so directed by the officer in charge.

18.    Any Junior member removed from the Junior roll for any reason must wait no less than six (6) months to resubmit an application for Junior membership. Any prospective member having membership denied from the Junior squad must wait no less than six (6) months to resubmit an application for Junior membership.

19.    All Junior members shall observe and obey all City and State traffic laws and regulations. Failure to do so will be investigated by the Junior Advisors when properly reported. Or upon conviction in court. The first offense, upon recommendation of the Junior Advisors, will be an automatic suspension of all squad activities for thirty (30) days. A second offense within a twelve (12) month period will be an automatic dismissal from the Junior squad.

20.    No junior squad member will drive any squad unit during emergency calls, except by the direct order of the Senior officer in charge. If so directed, the Junior member must have EVOC or a defensive driving course in order to drive at any time. They may drive on a non-emergency call, if accompanied by a Senior member.

21.    No Junior member shall answer calls with another rescue squad or fire department in the county or state, unless accompanied by a Senior member.

22.    Junior members are not to respond to the scene of a squad call in any private vehicle unless the Junior member is accompanied by a Senior member; A squad unit is already at the scene; Or if the Junior member has EMT certification and one (1) full year active experience as a member.

23.    No Junior member shall run red emergency lights at any time in any private vehicle.

24.    All phone calls shall be answered by the person in charge of the building, or those so designated by the person in charge.

25.    When leaving the squad building, each member, Junior and Senior, should make it his/her responsibility to ensure that the building is left in a neat and orderly fashion.

26.    Anyone using squad equipment and furnishings shall be responsible for returning it in it’s proper place and condition when finished with it for re-use.

27.    There will be no abuse or rough treatment of the squad building, supplies, or it’s premises.

28.    It will be the responsibility of the Reporter, (as appointed by the President), to report squad activities to the Life-Line and to the local newspaper publications at least on a quarterly basis. It is also recommended to make local news reports, as appropriate. All reports will be given to the Senior President or Captain to check on content before issuance to the media.

29.    It will be the responsibility of the Board of Governor’s (BOG) representative, (as appointed by the President), to attend all BOG meetings of Junior Squads.

30.    It will be the responsibility of the Historian, (as appointed by the President), or reporter to keep and maintain an annual scrapbook for the Junior squad and it’s activities.
